Unusual for a Monday, today’s Review carries some interesting stories that should get people’s attention.
Wellsville Councilwoman Diane Dinch has done what Mayor Joe Surace was afraid to do: let taxpayers know what they paid for. Dinch spoke to reporters Sunday about the results of the recent police department investigation that Mayor Surace has been trying to keep hidden.

According to Dinch, the outside law firm’s report reveals a police department with “no chain of command” and “unreliable” personnel records. Dinch also showed reporters a copy of the police log for the morning of the Yost murder, which allegedly is at odds with what Surace has stated publicly about Lt. Ed Wilson’s role (for which he was placed on administrative leave). At least one of those statements is the subject of a slander suit against the mayor.
According to The Review, Surace claimed that Dinch’s release of the information is—you guessed it—another “personal vendetta.” Why the mayor would consider the release of a report funded by taxpayers (at his request) a personal vendetta is anyone’s guess. Dinch said she released information to the press only after she was assured by the village legal adviser that the report was a public document, which is bound to lead everyone to ask why Surace has been sitting on it.
Surace’s intransigence on the issue has even angered The Review, which for the past few years has been the leading apologist for his administration. The following is from an Oct. 22 editorial:
“If Wilson has been declared clear of any wrongdoing, then it is only fair for the mayor to tell Wellsville residents why and to clear the man's name. If the investigation contains evidence of wrongdoing, then that should be released as well. Keeping quiet about the results of the investigation is also not fair to the taxpayers of the community, whose dollars not only pay Wilson's salary, but which were also used to pay for the investigation.” [See entire editorial here.]
It certainly appears that the mayor’s ploy is blowing up in his face. Now that at least some of the details are out, the pressure will be on Surace to release the entire report to the public. Naturally, his campaign staff will be working overtime to spin the situation in his favor, especially since even his supporters are starting to see through these repeated cries of “personal vendetta.”
At some point, Mayor Surace will have to take personal responsibility for his actions rather than simply bask in other people’s accomplishments. It appears that the plan to delay releasing the report to the public until after the election has failed. The press has finally managed to flush Surace out of his hiding place, and now it’s time to fess up.
On other fronts, The Review also carries a story today on the Columbiana County Mental Retardation and Developmental Disabilities 2.5-mill levy on the November ballot. It appears that embattled MRDD Superintendent Bill Devon has decided to threaten county residents by saying we can “pay now or pay later.”
Before he left the Morning Journal, Jeff Martin was working on an exposé of MRDD that has no chance of seeing print now that he’s gone. That’s too bad. My response to Mr. Devon is: How about we don’t pay now or later? Manage your budget efficiently or step aside and let someone else do it.
Also in today’s Review is a story about Mountaineer Race Track and Gaming Resort President and Chief Executive Officer Ted Arneault, who was named “man of the year” by an organization known as “Circus Saints and Sinners.” According to the paper, Arneault was given the award due to his “philanthropic” efforts.
I don’t know about you, but I sleep better at night knowing that there are philanthropists like Mr. Arneault in the Tri-State Area. Now that Hancock County appears to be controlled almost exclusively by gambling interests, the award is fitting. I wonder if Joe Surace will attempt to take credit for Arneault’s honor?

Personal Vendetta! Take a look at why this whole thing started.Who has a personal vendetta?Come on mayor.you cant be that ,well you know .I cant even think of a proper word to use.Maybe Im just STUPID!
Well, well, well....... the story in Wellsville thickens. As was said before, this whole Wilson ordeal is not over. It is things like this that really make me not want to move back to Wellsville. It is always drama after drama in that town. I can remember when the Ville was a nice little town, and you had people who actually cared. Now it is people who are nothing but a bunch of backstabbers. If your out somewhere and you meet up with friends you haven't seen in a while and they ask about the Ville, ya look at them and they know what is going on. Anymore it is like the national news. I hope Eddie gets them in the pockets where it hurts! Maybe the people of Wellsville will finally realize what kind of person they put into office.
Vendetta!! HOGWASH!!!! Public knowledge is public knowledge!! Glad to finally hear the outcome.The people of this town need more people to do what Mrs. Dinch has done, and bring matters like this to everyone's attention. Thanks!!

Eh, I don't see what the problem with Ted Arneault is. He gives back just like any rich person gives back. Look at Oprah, who also provides mindless entertainment.
In my opinion, gambling is a tax on people who can't do math.
The irony with that, of course, is that a large chunk of West Virginia gambling money goes to cover primary, secondary, and higher education.
Maybe we need better math teachers.

From reading the papers today sounds to me as if someone is trying to cover for others (higher up) in the WPD
I would like to weigh in on the discussion regarding the Robert Bycroft MRDD levy. As president of the Robert Bycroft Education Association, I often have opposite opinions than those of our administration. Superintendent, Bill Devon and I have had several areas where we do not see eye to eye. It’s the nature of labor and management. When it comes to our levy passing in November, we sit on the same side of the fence. It will be easy for some of you to say that I’m just protecting my job. This being my 34th year at Bycroft, I sit in a position that allows me to work or retire. This letter is not about my job security.
I find myself writing to defend a statement made by Mr. Devon. I believe it was something like “You can pay now or you can pay later.” Some took this as a threat by Mr. Devon. I would like to suggest that Mr. Devon was referring to the increased cost to local school districts if in fact Bycroft School is forced to close its doors. The added cost of equipment, special education teachers, assistants, transportation costs with assistants on the bus routes, physical, occupational and speech therapy as well as new handicapped accessible classrooms will certainly place a great burden on the eleven school districts served by our school. Sadly, the law does not require a school such as Robert Bycroft to exist. It does, however, require that local school districts provide a free and appropriate education for even the most severely disabled students in our county. I am proud to say that we at Robert Bycroft School provide those services better than any other facility in the county. We have had a good reputation and have gained the publics trust for many years. We are proud of our school and our students. Perhaps Mr. Devon could have phrased his statement better. I’m sure if he had it to say again, it might read more like… “Please support the Robert Bycroft levy now to keep a good program in operation, so that you will not have to pay more taxes later to your local schools in order to replace what Robert Bycroft School already provides.”
The bottom line is for you to decide what's best for the children. I believe Bycroft is the answer.
I’ll leave you with a quote from H.E. Javier Perez de Cuellar …. “Let all bear in mind that a society is judged not so much by the standards attained by its more affluent and privileged members as by the quality of life which it is able to assure for its weakest members.”

You know as I drive around the ville and see people with "Surace" signs in their yards, I have to wonder what kind of IDIOT would support him after all of the crap that had transpired within the last few days?! He refuses to debate not only his opponent, but anything to do woth the election at all!! I hope the future Wellsville voters have taken notice! For their sake. If they are looking for answers to tough questions, they will not find it in him!!!
As for Ed Wilson, I am so glad to see him back to work! At least with Eddie you know where you stand. He is probably the most fair person on the force. He doesn't let the badge get in the way. He just does his job! I hope he is the next chief! There, I said it! It's about time for a change in this town, starting with the mayor, then the cheif of police, and I can think of a few council members who need to go!! If the people in this town don't do something in this election, I'm outta here!! I can't stand to pay for incompetence any longer!! And I'll tell you another thing, most of the people at city, I mean Village Hall, should start looking for a new job!!! I keep forgetting that we were sold down the river a few years back, by another administration, which in turn made people leave, and we went from a city to a village!

Please do not call people idiots that have Surace signs in their yards. Many unsuspecting members of our Community woke up one morning and found a Surace sign in their yard. They did not ask for one, expect one, or want one. Many of us do not want to take them down ourselves and offend a long time friend. Just because you see a Surace sign in a yard, please do not assume that that person is voting for Surace. The signs are not necessarily a show of support this time around. I do not want the Chief of Police stopping by my house and questioning why I have a Lloyd sign in my yard or calling me and asking me this question. That is why many of us do not have Lloyd signs in our yards. You can all call me weak and timid but I do have to live in this Town for the two months following this election.
Hooray for Diane Dinch!! First, I must say that I never voted for Her. Second , I guess I should have. Finally, someone who is not afraid to come out for the people of the Ville! I must say Thank You from the taxpayers of Wellsville. I went to the council meeting on the day the attorney's came and gave their report while council was in executive session, as did alot of other taxpayers. It was very diconcerting that the present administration did not feel we had the right to know the outcome at that time! Even though we were the ones who paid for it! Shame on them! And shame on the citizens who vote the same adminitration back into office. I believe there is a saying, ignorance breeds ignorance!
One last comment for tonight;
did anyone see the survey results for the "Should the Sheriff Resign" in the Sunday Paper? Seventy (70%) of those surveyed felt the Sheriff should resign!! I for one believe he should! He is doing nothing more than giving this county another "Black Eye"!! Do you remember Strabla? Kind of smacks of that, doesn't it! Shouldn't our commissioner's being doing something! Anything?! His own Buckeye State Sheriff's Assoc. has distanced themselves from him!!When the one (1%) sales tax comes up, who will vote for it?
jdiddle, I agree with you 100%. I know Mr. Devon often flaunts a high and mighty attitude ( that's the way these high society types act sometimes ) but the levy needs to be supported.
I cannot believe you gutless wonders would allow someone to place election signs in your yards you don't want and then tolerate the chief of police or ANYONE questioning you on your right to place the sign of ANY candidate in your yard.
If this type of thing is going on then the media needs called in (and told on the record).
A day later and still nothing in the press.He should of released the reports yesterday to save face today.Why talk to an attorney or the village solicitor.Just do whats right and let the people know what is theirs to know.We want the whole report.We paid for it.We need some explanations as to why your doing this.
Nothing new here about Wellsville the police department has never had a good chain of command.When I held office in the village I found that there was a record of the police depts.maintance on police cruisers but it was never very accurate.There was never any civil testing done since the village lost its city status because as a village it is not required.This allows for rumors and inuendos to fly inorder to gain higher ranking in the dept.It then is left to the mayors disgression as to the proper thing to do.Surrace has allowed this type of thing to go on for years as well as other mayors but this mayor has increased the tension due to his lack of decision making.
people may think I wasn't the most intelligent council member Wellsville ever had but I tried to stop this lack of authority the best way I knew how when I was on council.

If you are a homeowner, pay village taxes and have the right to vote whoever you want to vote for, then no one has the right to step foot on your property to ask you why you have sign in your yard. It is none of their business. For those of you who have Lloyd signs in your yard do not be afraid to display it. If someone ask you why you have it in your yard, simply say I'm voting for him. And if they continue to question you about it, call the police even if it them who is asking the questions and that would be funny.
It's not hard to understand why some voters are concerned with removing Surace signs in the yard. I know for a fact that five people were asked why they had Lloyd signs in their yard. Four out of five were women. The chief spoke to three out of the five, while in uniform on village time and while in a cruiser. Should he be asking voters why they support LLoyd? Is it for his own curiosity because he is unsure who to vote for? Oh, wait a minute, he wrote a letter to the editor in which he pretty much bashed Lloyd at the end. Nah, can't be that. So what is his intentions? Is he allowed to be soliciting for Surace? Does Surace know about it? What if other officers were soliciting for Lloyd, would they be reprimanded? And there are people who actualy what these men back for four more years, unbelievable.

Speaking of low and desperate…….. Would anybody with any intelligence really believe that a Lloyd supporter did this damage to Surace’s signs? That would be stupid and make Lloyd look bad. But, on the other hand, if you wanted to make some last-ditch sick effort to gain some pitty votes for Surace, what a great tactic! It will not work though, even leaving the signs up as they are will not work. Most anybody with any common sense will see right through this. I hear that this happened around 4:00 A.M. overnight. Whoever did this was 100% sure that he/she would not be caught by the police. How can you do anything that took as long as this and be sure that you will not be caught? Hmmmmmm………….

IN REGARDS TO THE SIGN VANDALISM
I, along with my committee, would like to assure everyone that we have had NO PART in ANY criminal activity during this campaign. We have demanded a clean campaign from the very beginning and continue to demand it. My committee and I are intelligent enough to know that this type of behavior would only make us look bad and we would NEVER condone such behavior.
Although it has been a very heated campaign, we would like to tell Mayor Surace how sorry we are for this happening. Please know that we would never resort to such behavior. We know how much hard work goes into these signs and we honestly feel bad about it. It was wrong and we hope that whoever did this is caught and punished to the fullest extent. We strongly hope that the police investigate this to the fullest, including going to ALL area ‘dollar’ type stores and other places that sell black spray paint. We deserve to know who would attempt to make us look bad as well as Mayor Surace.

This is not a time to vote for any more levies especially a ten year levy that will stay on our property. If you vote for more taxes given the economic conditions that are coming, including $3.00 gas and other rising costs, than you aren't thinking about the near future economic problems around the corner. I'm waiting till after this election to see what happens and what party gets in before taking a chance on losing my property in the future. If you have money than support these groups through private donations so they don't have to come to the tax payers. The U.S. econoomy is in bad shape and most people don't realize it yet. NO MORE TAXES.
Here we are its Thursday and still nothing about the report. Also what time did the first report of the mad spray painter come in? During the fog or after it lifted? Oh by the way free entertainment you forgot The Mind of Scarbina and Mr. Rogers Neighborhood.

I have no idea who will win the election. But I have the feeling that if Matts candidate wins he will be taking lots of the credit, if not, I bet it is totally not his fault. Sound familiar Matt. Time will tell real soon.
It won't be my "fault" no matter what happens in the election. I assume voters make up their own minds based upon the information they've gathered. I'm just one person who says what he thinks, nothing more. The difference is that all of my comments are signed. You always know who I am.
