Unofficial election results show that Wellsville Mayor Joe Surace has defeated Independent challenger Dave Lloyd by a mere seven votes. If those numbers stand once the provisional ballots are counted and the election results are certified, Surace will continue as mayor of Wellsville into next year. But the way things are going at village hall, how long Surace can remain in office is anyone’s guess.
There were enough reported irregularities at the voting precincts in Wellsville to warrant a very close look from the Board of Elections. If it should happen that the results stand as reported and Surace stays on for a second term, it won’t be easy for his administration to operate with such a bitterly divided constituency.
If the unofficial results are certified, Wellsville voters will have elected a mayor who refused to participate in his own campaign, who was unwilling to answer even one question about his record, who addressed not a single issue in his bid for re-election. In other words, in Wellsville it is entirely possible for a dead man to be elected mayor, as long as he’s a Democrat.
With the results so close, Dave Lloyd most likely will not concede until the provisional votes are counted and any legitimate “irregularities” are investigated. Provisional ballots will not be examined for 10 days. In other words, it ain’t over ‘til it’s over, and it ain’t over yet.
Both the fire and floodwall maintenance levies passed in Wellsville, which is a good thing. Although Surace is reported to have some support within the full-time ranks, he has lost all credibility with the majority of volunteers. It will be interesting to see how that plays out.
I see where the Robert Bycroft levy went down by 3,500 votes. If what they told us is true, the school will be closing its doors very soon. We’ll see.
As expected, East Liverpool Mayor Jim Swoger easily defeated his write-in challengers. Congratulations Jim! Sometimes the good guys do win. Handshakes also go out to Sherrie Curtis and Jim Tennant for their successful re-election bid for E.L. council at-large seats. I can’t say I understand it, but Bink Applegate retained his seat on council with over 1,000 votes.

Dave, we are very proud of you and how you ran your campaign--you were exactly what Wellsville needed, whatever happens to them now, they deserve. In the end your honesty and caring will prevail.
All right folks, don't get your knickers in a twist. There will be an automatic recount, but Surace will probably still win even by more. And Dave might have run a clean campaign, but he surrounded himself with some people with questionable motives. Dave should run for a council seat and win that and get some experience and then run again for mayor in a few more years.

The failure of the street levy in ELO does not signify that people are happy with how things are here. We have discussed here quite at length that the money generated by this levy was miniscule and would just be some more money that would be mismanaged and spent unwisely. Tell me how much road you can pave with the amount that levy would have generated. The last I read, they intended on using that money for stop lights and fixing some streets. I last counted 18 traffic lights in town. This is almost a one horse town now. How bout a well educated plan to ELIMINATE some traffic lights. This town doesn't need 5 traffic lights, let alone 18. On the same note, a win for Swoger only means that he had no one running againgst him. The past has proven you have more of a chance of winning on a coin toss than a write in campaign in ELO. I appreciate your excitement for this town, but honestly Matt, unless someone else steps in and does something FOR Swoger, he isn't going to do anything more than he did for the last 4 years. Sit around and watch businesses leave and cry poor mouth. He does nothing but pass the buck and say, "we're trying." I'm sorry to burst your bubble, but if I had to hinge my hopes or livelihood on Jim Swoger doing anything for the city or it's residents, I think I'd move. One can only hope the advisory committee he has comes up with some ideas, or Ryan Stovall can spark some ideas, but I'm afraid Ryan is going to fast find out what Councilman Adkins and Betteridge found out: When you're dealing with the likes of Curtis, Applegate, and Tennant, it's like talking to a wall. ONE person, does not a council make.

Seven votes is ridiculously close.
Even the Board of Elections will tell you that vote counts are almost NEVER entirely correct in the first run through.
Also, have all the absentee ballots been counted?

No, but Matt WILL suffer if nobody clicks on the advertisements down the side of this page. Google uses a program called AdShare that rewards blog owners for the advertising they use, if people click on it. The more active your blog is, the more advertising, and chances for clicks, you get. Bet you folks didn't know that. I don't think it's anything blog owners get rich over...but it is interesting.
For the record, I've never collected a cent from those little ad links, nor have I every made any money from operating this site. If Google owes me money, maybe some day they will send me a check. If that happens, I'll definitely cash it.
ORL is strictly a hobby, and it matters none to me if Surace people or anyone else decide to "boycott" it. Over the years, lots of people have gotten pissed about something or other and announced they are leaving the site forever. My response has always been the same: "Bye bye."

I'm pretty sure the absentee ballots have been counted. In fact, Lloyd won the election at the polls. It was the absentees that put Surace ahead. However, I'm sure those ballots will be scrutinized as well.
Anything can happen in such a close balloting, but even if it turns out that Surace won, he will have paid a heavy price for the victory. I don't think people supported Surace because they think he is a good mayor (how could that be?), but only in exchange for something. To me, that was the biggest difference in the two campaigns. Lloyd supporters believe in Dave, and they will continue to be inspired by him no matter what happens in the election. Does anyone think Surace can maintain loyalty if he loses?
He didnt loose. And what would we get for voting for him. I cant think of anything I am getting out of it. Rumor has it though, that you were to be given a position by Lloyd and that is why you were so interested.
in all honesty matt, i hope your statement about absentee ballots is scrutinized heavily. if there is a discrepency, im sure some questionable votes in terms of residency will lie within.
Sure, I was planning on quitting my job so I could pull down $10K a year as Dave's village administrator. I don't know how that ever leaked out, but I'm pissed!
I want to congratulate Joey Soldano on winning yesterday. I also loved what you said about your Mom. She was a beautiful lady inside and out. I know she is very proud of you. Keep your head up Joey, your Mom is watching.
Congrats to Dave Lloyd for running the cleaniest campaign ever. You handled yourself with pride and dignity no matter what they threw your way. I was very honored to be there with Dave, his family, friends, and many supporters. To think about all those people there together...there was one common bond. We wanted change. WE supported Dave Lloyd because we knew he could be the driving force for that change. It didnt matter who we were, what religion, race, nationality, or what party we were. Just common everyday folk who agreed that Wellsville deserves better. I hope in 10 days the final results will be in, and that change is on its way. If not, I pray that we can get through the "shit-storm" that will be coming our way for 4 more years.
Congrats Soldano! I hope they do whats right and make you Pro-tem. Stick to your guns and dont take the crap. ANd please dont ever fall into the "yes-man" category. The people need you to do whats best for the village! We sure cant rely on McMahon or Allmon.

Surace is the lucky number 7. And if he decides to retire after this term, I'm gonna encourage Chief Scarabino to run in 2011.

Looser: When you commented that you were not getting anything out of Surace winning, I just wanted to extend my sympathy, for you surely were misled by voting for him. Maybe you should speak to Surace’s campaign manager or if you cannot find him then what about that short curly headed guy from up in Russell Heights (commonly referred to as “the Go-fer“). You can be assured that they will be looking for payback. Keep your eyes and ears open.

Even though I personally gain nothing, I am sure there are people who will. But that is the way in any election. That is many times how people get jobs. It is hardly unusual for someone to work on a campaign and then get something in return.
Yes, that's true, many times people who help a candidate get into office then later get a job through that victory.
However, it is highly illegal for a candidate to promise a job to someone during the campaign should they win. The hiring and the promise of hiring must be done after the win.
It is also illegal for a candidate's campaign manager to transport the ballots from the voting precincts to the Board of Elections, where they are counted.
Looser/Suspicious Mind: Sorry, but I never said anything about a job or jobs. There are numerous other benefits that are hidden under the table that only those owed are entiled to. Hope that clear that up and as I said keep your eyes and ears open. It happens!

From the Secretary of State's Website:
For your absentee ballot to be counted, it must be received as follows:
1. If cast from anywhere in the United States, whether returned in person or by mail, your ballot must be received by your county board of elections by 7:30 p.m. on Election Day.
2. If properly returned from out-of-country, (read military personnel, and others who are out of the country) your ballot must be received by your county board of elections not later than the 10th day after the election.
So the "overseas ballots" have until 10 days after the election to be received and then they will be counted.
Also, the published totals don't reflect the "provisional ballots". Provisional ballots are cast by people who have moved, changed their name (for example: got married), could not provide proof of identity at the polls or if their name was not listed on the official poll books.
Again, from the Secretary of State's website:
Providing Proof of Identity Within 10 Days After the Election
Before a provisional ballot can be included in the official count of an election, the board of elections must confirm the voter’s eligibility to cast the ballot, as well as the validity of the ballot that was cast.
So although it appears that Surace won by 7 votes... it's not going to be official until the Board of Elections counts the overseas ballots and the provisional ballots.
If I was involved with either candidate, I'd be making inquiries as to how many provisional ballots were case and how many overseas voters requested ballots and how many of those have been returned to the Board of Elections as of election day.
do provisional ballots have to be returned by mail or in person also? are candidates allowed to be in possession of these?

Although I have not lived in Wellsville for a long time, I have been reading this Blog for several months as well as keeping up with the goings on in my ole hometown for years. One word.....embarrassing.
You all should be working together to bring the ville back to what it used to be - A great place to live!There was a time when Wellsville people were "known" for their "together we will" attitudes! Everyone needs to do whatever it takes to get it together and do the right thing. Be positive, provide support to your leaders, and bring your town back to what it once was..... a great place live and to raise your children.

To: "wondering..... said..." Provisional Ballots are just that, provisional. (They will be counted PROVIDED that the person casting them was actually allowed to vote in this election and in the precinct where the provisional ballot was cast.)
The provisional ballots are cast at the polls... but are put into a special envelope and taken to the Board of Elections. As I said earlier... "Provisional ballots are cast by people who have moved, changed their name (for example: got married), could not provide proof of identity at the polls or if their name was (for some reason) not listed on the official poll books."
These people are not just turned away at the polls, they are permitted to cast a "provisional" ballot.
Once the identify of the voter is verified and it is verified that the "provisional voter" actually has a "right to vote" in the particular precinct...(for example lives in that precinct and is registered but was somehow not listed in the official poll books, or has moved into that precinct within the last 28 days previous to the election) then the ballot will be counted.
These ballots will be counted at least 10 days after the election when the Board of Elections certifies the results of the election.

There are groups of people in Wellsville who are doing lots of things to make Wellsville a better place. The dog shelter, boardwalk, murals, tree city status, all these things are going on and being done by hardworking volunteers. Please dont group us all together. We do a better job than council. Thats a fact.
