City councilmen attempt to deflect blame

After reading "EL Planning Department under fire" in today's Review, I'm starting to wonder if some of our city council members are confused about their role in government. Specifically, council's job is to legislate (pass laws) and appropriate (allocate revenue). In more general terms, council members represent the interests of their constituents at city hall, not their own personal business interests. Council seems to be moving in a direction where members assume they deserve privileged status.
There is a name for that: It's called "political corruption." Rather than draw attention to their transgressions, politicians normally try to avoid excessive publicity of their mistakes. I said "normally."
According to the Review, Councilman Ray Perorazio spent Monday night going after planning department head Bill Cowan after receiving notice of illegal construction at his business. Quoted in the paper, Perorazio said, "I thought I could have gotten away with it."
Huh? Am I reading that right? He thought he could get away with it?
According to the paper, Perorazio "admitted he was in error and restated that position Monday night," yet he went on to accuse Cowan of dishonesty, claiming some discrepancy about the size of the building addition in question. He expressed concern about the "threatening letters" sent to violators of city ordinances because they "scare property owners."
Perhaps most disturbing is Perorazio's demand that such letters be stopped. The councilman is quoted in the Review as saying, "I want these letters stopped, and I want the letters stopped now or I'm not going to vote for anything for the Planning Department."
Here's what I think:
Bill Cowan is doing his job, and he is doing it very well, just as he has done during his many years of service to this city. Hey, it's just a building permit. If you forget to obtain a permit, pay the fine or whatever and let it go. It doesn't look good, but so what? This stuff happens.
Even so, city council members are high-profile citizens, and they have a special obligation to adhere to the very ordinances passed and enacted by their own political body. Announcing the intent to target the planning department merely because it holds them to the same standard as others who violate ordinances isn't a good idea, not to mention the dangerous signal it sends to other city residents.
Council is not a group of political bosses who tell city officials what to do and how to do it. As far as I know, the planning director does not work for council. Nobody does. Mayor Swoger said Perorazio is motivated by a personal vendetta against Cowan. For his part, Perorazio is quoted as saying that the personal vendetta is Cowan's.
Based upon what I read in the newspaper--and I realize there is always more to it--Perorazio appears to be lashing out because the system worked, and he's going after those responsible for enforcing the ordinance he ignored. To be honest, I didn't think it was that big of a deal until he brought it back to public's attention..
The newspaper account indicates that Perorazio has council allies in Brian Kerr and Ryan Stovall. Kerr recently was called out by the planning department for illegal temporary signage at his downtown business. Based on newspaper reports, Kerr responded to the complaint responsibly. But ganging up to discredit the planning director is not good politics. It is a transparent attempt to bully a long-time city employee who has a solid reputation for competence and integrity.
If council members don't like an ordinance, let them go through the process of securing the votes to change that ordinance. That is within their power. It is ridiculous to use council meetings as a forum to declare a personal war on a city official who merely is doing his job.

M, Do newly elected council members have any kind of orientation upon being sworn in? I've know(council preisdent) Mr. Torma for a while now and have always found him to be honest, hard working and intelligent. Can't he call an executive session and read the members their job discription. You pointed it out rather clearly. Do they really just not get it?
I guess in Chester, we are lucky to not have the news coverage you do, as some questionable things are said and done, but still, ELO is to the point of them barley being able to function.
Spending so much time in a meeting on useless matters. I wonder what the folks that vote these officials in think?
As someone who personally knows Ray Perorazio, I can say that ALOT of things you are lobbying againgst him are guilty as charged. That being said, I think his point and the point you failed to shed light on is exactly how you ended your blog- "starting war on a city employee who is just doing his job." Well, the problem is when you "pick and choose" who you document or "cite," it becomes a problem and does look like a vendetta. The city planning department obviously has a warped sense of priority when are going into a councilman's business in the cloak of disguise in order to take pictures and then send him a citation and tear down order. Imagine the number of places that the planning department DROVE PAST in order to get to that end of Michigan Avenue in order to inspect Ray's business. Have you driven down through East End? Have you seen the state of some of these houses and buildings within 4blocks of city hall? I have NO issues with Ray or any other council being held to the same standard as everyone else- BUT others are not being held to that standard. This may not sound politically correct and i'm not even sure if i'm saying it the way i'm thinking, but I would rather if leniances or "a blind eye" is going to be turned to something, it would be to the person who is running a business that pays taxes and resides in the city limits so therefore also pays personal property/personal income tax than some slum lord who lives in Youngstown or Midland who contributes NOTHING back to the city. I guess what I believe is that if EVERY CITIZEN was held to the same standard, I could understand and see Cowan's defense. But when you see the deplorable conditions of this town and many of the houses and buildings, I don't think his argument holds water. I wonder how many other citations were issued that month.
East Liverpool politics never fails to entertain --- nor the wonderful Tri-Valley Italian Tribes. He needs reprimanded, at the very least.

This seems to be an "apples and oranges" situation. The councilman's situation deals with building permit and, therefore, can't be compared to every other kind of situation in the city. That's like saying because my neighbor puts out a lot of unsightly trash, or the guy down the street doesn't keep up his house, I shouldn't have to obtain a building permit. Try using the the same argument with the cop who nails you for speeding. "I saw ten other people speeding today and you didn't stop them for speeding, so how can you single me out?"
Council members are high-profile citizens. They are the ones who make the ordinances. Don't you think they should set an example and adhere to those ordinances? Do you think it's appropriate to say "I thought I could get away with it" at a public council meeting?
You should have seen Perorazio after the meeting. He got up in the reporters face because he was angry that this was written about in the first place. Thankfully Mr. McElwain didn't back away from the bullying and stood his ground.
Some of these council members are a true embarrassment to this community. We should not have to worry about our politicians motives as much as we do.
Matt, I can relate to some of what Ray has to say, like the"thieves at night" comment. I tore off an existing porch and made it a little bigger (June). I called before this was done and asked what I needed form them.. The secretary asked if "I had an existing" uh, "yes that's why I'm calling..." She went on and told me "well as long as you have an existing it's considered maintenance." November I get photos of my porch and me putting new siding on!!! Why sneak by and take a picture? Stop and ask what was going on, not that they already didn't know because I called them in June. Comes to find out because it was bigger I had to purchase a permit.. No big deal I asked about it in June. When I call down I'm told by the secretary "You'll have to wait for one of the Inspectors because I'm not able to issue a permit." We have 1 full time and 1 part time inspector i believe.. AND 1 full time secretary, Each department down there probably has their own secretary.. Why don't they combine secretaries for some departments, since all you get is an answering machine most of the time. Make the Part time inspector full time add secretary duties on him and post a time frame when permits can be issued??? I think the city can do away with a few "NEEDLESS" secretaries or other positions by doing this and saving about 30K per position... Seriously if they are hurting that bad why does Safety Service, Mayor, Planning and whoever else sits across the hall from each other down there need their own personal secretary? Is there that much going on in the city to justify all this???

I appreciate your story, and I also appreciate Ray's story. When I built my house in Virginia, I had Roanoke County inspectors there at each step, and I had to pay an inspection fee each time they showed up. Even though I understand the purpose of it, it's still a pain in the ass.
In my many years of volunteer service to the City of East Liverpool there was one constant impression I encountered. Bill Cowan was an intelligent, conscientious man of integrity who day in day out sought to do what was in the best interest of the city. Mr Perorazio's public comments are outrageous and indefensible. At the next Council meeting he should apologize and seek to follow the rules that apply to all the citizens of East Liverpool. Wow, when these people learn the law of the land is the law of the land and NO ONE IS ABOVE THE LAW. This so much is a perfect example of what is wrong in EL. All of these elected officials and political appointees just don't get it. I was in the audience a year ago when a gentleman approached the podium explaining to council and the mayor just what their jobs where and that was to enact legislation and distribute funds(council) and to ensure execution of those funds and that legislation blindly by the mayor and staff. His particular problem was parking the administration allowing city employees to illegally park and the safety service director informed him he was the one who determined who when and where tickets were issued. The gentleman had actual photographs of illigally parked personal vehicles of many city employees including the ticket attendent and yet they refused to enforce the law on them. There are two problems here, one does Ray ever receive that letter if he does not take on the administration? Does Ryan ever get cited for failure to clean up a property if he does not take on the administration? Does Brian ever get cited for the sign if he doesn't challenge everything the mayor does? Well by past example they have demonstrated they would not. It is simple in EL if you rock the boat this administration will find away to get back to you. This is very bad for EL and will do nothing to help this city out of this mess we are in. Let me be clear I am in no way defending any of the council people who broke the law. Infact shame on them they should of known better. But at the same time shame on the administration for allowing some to avoid the law while at the same time using those laws to get even with political enemies. It is time for a complete change in EL and we need to encourage anyone new to step forward and run for mayor and council. The system is broke folks and we as citizens of EL must come together to fix it. 2011 A year for change in EL.

Yes, Beware the awesome powers of East Liverpool City Hall. Look at the administration the wrong way and they will use their laser-eyes to smite you in the street. Their evil knows no bounds!
Bill Cowan gets paid as an engineer which he has fail his state test 2 times but has yet to try to take it again so that is the person looking over state drawings and sending thenm to Dalis Dawson and assoc because he cannot certify so I don't care what you say about him people in east liverpool need to stop sticking up for there own because it is not getting you anywhere. There is a storm coming and with it the mayor will lose his seat and with it all will go cowan, estell and the zoning inspector mark my words things need to change and bill cowan needs to admit he is not smart enough to past a state test which he failed twice
@thenextmayor.....Seems you have the skills to be the mayor of East Liverpool. I had a hard time trying to decipher your rant against Bill Cowan. I find it ironic that you put Mr. Cowan down and you are unable to spell or form a sentence.
To sad but true, Marc Hoffrichter has, is, and will continue to use his knowledge, time and money to the betterment of East Liverpool. I know East Liverpool has problems, but I shutter to think what the town would be like without Marc Hoffrichter and others who work to improve our town.Keep up the good work Marc.
Next mayor, You need to bone up on the process of spending public money for public building projects. Bill Cowan is dedicated and honest and fair. He does not deserve the chicken shit remarks you heaped upon him. I don't think you will win many votes with your retoric.

Really, my friend, if that is the best you can do with forming a sentence please do not run for Mayor. I firmly believe there is currently a lack of intelligence at City Hall and you Sir would be even more of an embarassment than the current administration. For your own sake please dont cause yourself that kind of public embarassment.

Cowan was one of the coolest people at City Hall from when I was there. And he was knowledgeable and accessible --- and he could engage in small talk. Class act in a building of ninny-cum-poops.
I want to know how many of you were at that council meeting? I was and the reporter wrote that article in a very biased manner. I am outraged at the comments here on this page and i would be happy to defend Ray tooth and nail. He is a great man who looks after the people in this town. There were a lot of great points he made during that meeting that were left out of the newspaper. He did not get in the reporters face in any other way than to defend his good name. If you have an opinion, you should get all of the facts. The council meetings are open to the public and you should go and listen to the truth. I'm sure that if you would call Ray and ask him his view, he would be happy to explain his actions.
